Air Taxis Take Flight in Texas — What London Can Learn from the eVTOL Rollout

Electric vertical takeoff and landing aircraft, or eVTOLs, have moved a step closer to commercial operation in the United States, with Joby Aviation beginning demonstration flights in North Texas this month and Archer Aviation announcing plans to build out a charging network across the state. While the technology remains at the testing stage in the UK, the Texas rollout offers London planners, transport officials and residents a real-world preview of the infrastructure, regulatory and noise challenges that would accompany any future air taxi service over the capital.

Joby Aviation’s demonstration flights, which started in mid-September 2026, are being conducted in the Dallas-Fort Worth area under a Federal Aviation Administration (FAA) framework that allows limited commercial operations. The company is flying its five-seat electric aircraft, which has a range of about 150 miles and a top speed of 200 mph, on pre-approved routes. Archer Aviation, meanwhile, has announced plans to install charging stations at multiple locations in Texas, including airports and vertiports, to support its own eVTOL fleet, which it aims to bring into service by 2027.

Neither company has announced a timeline for UK operations, and the Civil Aviation Authority (CAA) has not yet set a regulatory pathway for air taxi services in British airspace. However, Transport for London (TfL) and the Greater London Authority (GLA) have both participated in industry working groups on urban air mobility, and London is frequently cited by eVTOL manufacturers as a potential early market due to its congestion, high population density and existing heliport infrastructure.

The Texas demonstrations are significant for London because they test several factors that would be critical in any UK rollout: noise levels in residential areas, battery performance in urban conditions, integration with existing air traffic control systems and public acceptance. Joby has published noise data showing its aircraft produces about 45 decibels during takeoff and landing, quieter than a helicopter but still audible in a quiet street. Archer has not yet released comparable data for its Midnight aircraft.

Infrastructure gaps

London currently has one licensed heliport — London Heliport in Battersea — and a handful of private helicopter landing sites. Converting or supplementing these for eVTOL operations would require significant investment: vertiports need charging equipment, passenger screening areas, battery storage and noise mitigation measures. The GLA’s 2025 Transport Strategy made no specific mention of vertiports or air taxi infrastructure, although a mayoral question in March 2026 confirmed that TfL is monitoring developments in the sector.

The Texas charging network being built by Archer is a useful model. The company is working with local utilities and airport authorities to install fast chargers that can recharge a Midnight aircraft in about 10 minutes. For London, the equivalent would require coordination with borough councils, National Grid and the CAA, none of which have published a timeline or feasibility study.

Regulatory path

The FAA has taken a permissive approach to eVTOL certification, treating the aircraft as a new category under Part 21 of its regulations. The CAA in the UK has not yet published a comparable framework, though it has indicated it will align with European Union Aviation Safety Agency (EASA) rules, which are still in development. This means that even if a manufacturer receives FAA approval, it would need separate certification for UK operations.

For London readers, the practical consequence is that air taxi services are unlikely to begin in the capital before 2029 at the earliest, and only then if a manufacturer submits a formal application, the CAA sets certification standards, and a vertiport operator secures planning permission from the relevant borough. No such application or planning permission has been announced.

Noise and public acceptance

One of the most contentious issues in any London air taxi proposal will be noise. Helicopter noise is a persistent complaint in parts of west and central London, and residents’ groups have already raised concerns that eVTOLs could add a new layer of aerial disturbance. Joby’s demonstration flights in Texas are being monitored by local noise sensors, and the company has published some data, but independent verification is limited.

The GLA has not commissioned its own noise modelling for eVTOL operations, and TfL has not included air taxis in its recent transport noise studies. Without such data, London residents and planning committees cannot assess whether the aircraft would be acceptable over residential areas, parks or quiet streets.

What this means for London

The Texas rollout is a useful test case, but it does not guarantee that air taxis will come to London on the same timeline or under the same conditions. The UK has stricter noise regulations, a more complex airspace system and a planning process that requires public consultation for any new vertiport. The GLA and TfL have not yet signalled whether they view eVTOLs as a priority transport mode or a niche addition to the existing network.

For now, the most concrete step Londoners can watch is the CAA’s progress on certification standards, expected in draft form by late 2027. Any manufacturer that begins formal discussions with the GLA or borough planning departments will also be a clear signal of intent. Until then, the Texas flights remain a demonstration of what is technically possible, not what is planned for London.
