Paris is employing a novel approach to combat rising urban temperatures by using water from the Seine River to cool its public buildings. This sophisticated system, operational since the 1990s, involves a vast underground network of pipes designed to circulate cold river water and absorb heat from city structures.

System Operation

The cooling process relies on a heat exchange mechanism. Cold water from the Seine is pumped through one set of pipes. Adjacent to these are pipes carrying warm water from the city’s buildings. A thin metal barrier separates the two pipe systems, facilitating the transfer of heat from the building water to the colder river water without the fluids directly mixing.

This initiative was initially established by Fraîcheur de Paris, a subsidiary of the city’s electric utility. The city of Paris retains ownership of the network, which is currently managed by the transportation company RATP and Engie under a 20-year concession agreement that was renewed in 2022.

Expansion Plans

Paris has ambitious plans to significantly expand this cooling network. The city aims to triple its reach by 2042, projecting that the system will eventually serve over 3,000 buildings. This expansion is intended to increase the system’s impact on city-wide temperatures and promote greater adoption of sustainable cooling practices.

Environmental and Urban Impact

Beyond its direct cooling effects on buildings, the system is designed to discourage the use of individual air conditioning units. Air conditioners typically expel warm air into the surrounding streets, exacerbating the urban heat island effect. By providing an alternative cooling source, Paris hopes to reduce the number of air conditioning units purchased and used by its residents, thereby lessening the heat burden on public spaces.

While the system does return slightly warmer water to the Seine, initial observations suggest no adverse ecological impacts on the river’s environment. Research and monitoring continue to assess the long-term effects on the aquatic ecosystem. This innovative use of the Seine highlights Paris’s commitment to integrating natural resources into its urban infrastructure for climate adaptation and resilience.
